Reducing Sanitary Sewer Overflows Through Targeted Outreach Campaigns

The goal of this project is to develop a social marketing campaign to encourage proper disposal of household waste, with the ultimate goal of reducing sanitary sewer overflows (SSOs) caused by disposal of improper materials into the sanitary system. We will target residents of multi-family apartment buildings and restaurant staff to develop our social marketing campaign. Of all SSOs reported to MDE to date, 40% were caused by blockages resulting in 15.7 million gallons of untreated sewage discharges. This project will use advanced social marketing to achieve significant water quality improvements and results will be directly transferable to municipalities Bay-wide. This project was just funded for Phase II by the Chesapeake Bay Trust and is being implemented in partnership with Ridge to Reefs, Water Words That Work and the City of Baltimore. Project Manager, Restoring the Environment and Developing Youth, Howard County, MD (READY)
I am responsible for program management and the successful implementation of watershed restoration activities in Howard County with the Restoring the Environment and Developing Youth (READY) program. I oversee program management; develop new initiatives; provide program quality control; oversee budget management; supervise staff; coordinate with Howard County government; develop grant proposals; oversee project implementation; interact with customers and community organizations; conduct site assessments; and am leading the development of a new non-profit to host READY and other County-wide watershed restoration activities. READY is a program funded by Howard County and administered by the Alliance for the Chesapeake Bay (the Alliance) with support from People Acting Together in Howard (PATH). READY is designed to meet the environmental and employment goals of Howard County, the Alliance, and PATH. READY is working with Howard County government to fund employment of young adults, aged 16-26, in implementing rain gardens and other priority projects throughout the county.

Building Capacity to Eliminate Discharges from Grey Infrastructure in the Hampton Roads, VALori is working in partnership with the Center for Watershed Protection to co-lead an IDDE training workshop for MS4 program staff responsible for IDDE and grey infrastructure programs. Lori will assist the project team in the development and production of two training videos as well as the development and production of an IDDE field and program guide. 

Water Watch Dogs, Montgomery County, MD
Water Watch Dogs are citizens that use their eyes, ears and noses to keep local waterways clean. The program was initiated and is currently managed by local citizens in Silver Spring, MD with support from the Friends of Sligo Creek. Lori is providing training to Water Watch Dog volunteers through multiple Saturday morning programs.

City of Richmond, VA Chemical Fingerprint Library, Lori A. Lilly
Lori worked with the City of Richmond to develop an illicit discharge chemical fingerprint library for City staff. The IDDE Chemical Fingerprint Library will help the City identify potential sources of illicit discharges at the outfall to aid in source tracking investigations. Lori developed a Sampling and Analysis Plan for the City and worked with staff to develop a library that can be updated as additional samples are collected.

Ft. Belvoir, VA IDDE Program Development and Implementation, Lori A. Lilly
In partnership with Accura Engineering, Lori provided IDDE services to the military installation Ft. Belvoir, VA. This project included the development of an IDDE plan, development of an IDDE Education and Outreach Plan and implementation of both plans for the Fort to meet regulations identified in its Phase II VA MS4 permit. 

Conservation and Resiliency Planning for the Wicomico Watershed, Lori A. Lilly
With funding from the Chesapeake Bay Trust, Lori worked in partnership with the Lower Shore Land Trust on the Lower Eastern Shore of MD and Ridge to Reefs to complete watershed planning efforts for the Wicomico Watershed. Lori began watershed planning efforts for the Wicomico Watershed when at the Center for the Watershed Protection with a baseline assessment and completion of three subwatershed action plans. This project identified strategic locations for the implementation of agricultural and suburban conservation and restoration activities through a unique process of nutrient hotspot identification, GIS analysis using sea level rise (SLR) projections, and landowner outreach and engagement. This information was used to target Best Management Practices (BMPs) and to establish coastal resiliency for the four lower subwatersheds of the Wicomico River Watershed in Wicomico and Somerset Counties – Wicomico Creek, Shiles Creek, Monie Bay and Ellis Bay. READY for Watershed Restoration, Lori A. Lilly
With funding from the Chesapeake Bay Trust, Lori worked in partnership with Howard County, Ridge to Reefs and the Alliance for the Chesapeake Bay’s Restoring the Environment and Developing Youth (READY) program to enhance the capacity of this existing local workforce for young adults. The work focused on increasing the variety of best management practices (BMPs) that the work crews implement as well as tied implementation efforts to strategically identified locations for meeting watershed restoration goals. New processes, procedures, training and tracking tools were developed under the grant that enhanced sophistication and relevance of the program for meeting Watershed Implementation Plan (WIP) strategies and local watershed goals.

Richmond IDDE Audit and Training, Lori A. Lilly
Lori provided a third party review of Richmond’s IDDE program and delivered recommendations as a basis for helping the City to move to an Advanced MS4 Nutrient Discovery / IDDE program per the recommendations of the Elimination of Discovered Nutrient Discharges from Grey Infrastructure Expert Panel (Schueler et al, 2014). Lori and her partner Ridge to Reefs delivered a 1-day IDDE training to City staff. Lori is working with the City to seek grant funding to help implement the recommendations.

Sligo Creek IDDE, Project Manager, Center for Watershed Protection
Lori led research and field activities for several illicit discharge projects in Sligo Creek, MD. These projects included documentation of pollutant loads from illicit discharges, an HVAC discharge pollutant study (above), source tracking efforts in the City of Takoma Park and Silver Spring, MD and integration of IDDE methodology into citizen monitoring programs. Baltimore IDDE, Project Manager, Center for Watershed Protection
Lori led research and field activities that documented pollution loading from illicit discharges, primarily sewage discharges, in multiple subwatersheds in Baltimore. This research is documented in this report: Baltimore Field Findings.

Tiber Hudson Subwatershed Action Plan, Project Manager, Center for Watershed Protection
Lori led watershed plan development and implementation activities for the Tiber Hudson watershed, which drains through Historic Ellicott City. This included receipt of grant funds, stakeholder outreach and engagement, monitoring and project design and implementation.

Lower Eastern Shore, MD, Watershed Activities, Project Manager, Center for Watershed Protection
Lori led watershed planning activities for the Wicomico Watershed, including a baseline assessment, comparative subwatershed assessment, stream and upland field assessments, stakeholder outreach and subwatershed action planning. Lori led retrofit field assessments in Somerset County to meet urban nutrient loads for the County’s Watershed Implementation Plan (WIP).

Community-based Salmon and Habitat Restoration, Director, North Coast Watershed Association, OR
Lori directed and managed organizational activities of the North Coast Watershed Association (NCWA) and coordinated the activities of its four member watershed councils. She led fundraising activities; managed salmon and habitat restoration, monitoring and research projects; tracked project and organizational budgets; coordinated events, public outreach, and facilitated stakeholder meetings; led the NCWA through the process of developing and implementing a strategic plan; and developed and implemented water quality monitoring programs.
